The controls app, in many ways, is beginning to replace Windows' years-old Control Panel.
This isn’t all that bad though.
Sometimes though, the prefs app refuses to open.
It could be either because of a technical problem or just because it doesn’t want to play ball.
Fortunately, there are some quick fixes you could use to regain access to the prefs app.
you’ve got the option to try opening the controls app from the Start Menu.
tap on the Start Menu and tap on the options icon.
Another way to initiate the configs app is with a right-press the Start Menu and selectingSettings.
you could also launch the tweaks app using Run.
PressWin + R, typems-prefs:, and pressEnter.
Alternatively, you could use the Command Prompt.
If none of these worked for you, you might need to troubleshoot the problem.

PressWin + R, typecmd, and pressCtrl + Shift + Enterto launch an elevated Command Prompt.
Execute the following command:
Let the process complete.
If it finds and fixes violations, you’ll see a message saying so.
PressWin + R, typepowershell, and pressCtrl + Shift + Enterto launch PowerShell as an administrator.
Since you might’t fire up the tweaks app, you may need to use PowerShell to perform an update.
PressWin + R, typepowershell, and pressCtrl + Shift + Enterto launch an elevated PowerShell.
Reboot and see if you’re able to now bring up the options app.
if not, try the next fix.
Launch the Control Panel and navigate toPrograms>Programs and Features.
Click onView installed updatesfrom the left pane.
You’ll now see the list of updates installed on your system.
Look through theInstalled oncolumn to identify all installed updates on the date after which the problem began to occur.
Right-tap on those updates and selectUninstall.
Reboot your PC and test whether the parameters app opens now.
If this is the case, there’s an easy fixjustcreate a new user account.
Start by launching an elevated Command Prompt.
To do this, pressWin + R, typecmd, and pressCtrl + Shift + Enter.
When you’re done, bail out of the current user account and log into the new user account.
Navigate to C:\Users\OldUsername and choose View from the top ribbon.
Check the box forHidden itemsand copy all folders.
Navigate toC:\Users\NewUsernameand paste the files there.
